Founder of Sudan War Crimes | Counterterrorism, Conflict-Resolution & Hostage-Negotiation Specialist
Janet McElligott is an internationally recognized counterterrorism expert, hostage negotiator, and political strategist with more than four decades of experience working at the intersection of global security, diplomacy, and humanitarian engagement.
Her career spans senior-level government service, international conflict resolution, and strategic advisory work across Africa, Asia, the Middle East, and the former Soviet Union. Early in her career, Ms. McElligott served on the personal staff of George H. W. Bush and was later appointed to his administration, where she contributed to national security initiatives, financial stability efforts, and U.S. government relations at the highest levels.
Over the course of her professional life, Ms. McElligott has advised more than twenty heads of state, supported peace initiatives, and played key roles in resolving political and humanitarian crises. She is particularly known for her work in Sudan and the greater East Africa region, where she became widely recognized for early efforts securing the release of International Committee of the Red Cross aid workers, negotiating on behalf of refugees, assisting in the commutation of death sentences, and facilitating communication between the Sudanese government and the Catholic Church.
Her work in the region included service on the Small Arms Survey Human Security Baseline Assessment and contributions to the implementation of the Comprehensive Peace Agreement. During Sudan peace talks, she briefly served as a spokesperson for IGAD and lived extensively throughout the region.
Ms. McElligott later served as a registered foreign agent and liaison between Sudanese intelligence services and the Federal Bureau of Investigation, focusing on early intelligence related to al-Qaeda and Osama bin Laden. This work has been documented in Losing bin Laden by Richard Miniter, Osama: The Making of a Terrorist by Jon Randall, and investigative reporting including Vanity Fair’s “The Secret Osama Files” by David Rose. Her efforts helped bridge fragmented intelligence communities at a critical moment in the evolution of international counterterrorism cooperation. Beyond East Africa, Ms. McElligott has worked in China, Japan, the Philippines, Egypt, Syria, Kazakhstan, South Africa, Peru, and the former Soviet Union on initiatives involving crisis communication, environmental policy, famine relief, and international development. Her professional experience also includes teaching at Colorado State University, lecturing in Beijing, producing for NBC News, and founding a Sudan-focused war crimes documentation organization. She is the founder and managing partner of McElligott Associates, a consultancy specializing in global political strategy and international business, and the founder of McElligott International, which has been engaged in procurement and security-related supply chains. She remains an active consultant and public speaker across the United States, Africa, and Asia.
